Modifies credit transfer agreements and establishes a New Jersey Transfer Ombudsperson to oversee compliance.

Modifies the collective Statewide transfer agreement and reverse transfer agreement for public institutions of higher education. Establishes the New Jersey Transfer Ombudsperson within the Office of the Secretary of Higher Education to oversee compliance with the credit transfer agreement. The ombudsperson will convene stakeholders biannually to determine best practices in credit transfer and share findings. The ombudsperson will also prepare an annual credit transfer report and serve as an impartial third-party mediator for disputes.
