The bill establishes a commission to study the transfer of ownership and/or operational control of the Winnipesaukee River Basin program (WRBP) to an alternative authority. The commission will evaluate whether the WRBP should remain under state ownership or be transferred, assess the value of assets if transferred, and identify any statutory issues. The commission will include members from the senate, house of representatives, department of environmental services, a public member, and the mayor of Laconia.
