New Hampshire SB488 enables the governor to declare a state of emergency if the legislature fails to pass a budget or a continuing resolution by July 1st of each new fiscal year. This declaration allows for the continuation of essential services and positions, including public safety, health care, and infrastructure maintenance, at the funding levels of the prior fiscal year. The emergency declaration can be renewed for up to three additional 60-day periods by a majority vote in each house.
