Revises procedures for entities to obtain criminal history records of individuals responsible for vulnerable populations. Expands the definition of "covered individual" to include independent contractors and vendors. Requires entities to submit requests for screening to the Central Repository and obtain signed waivers from individuals being screened. The Central Repository must provide screening reports directly to the qualified entity. The bill also allows for audits of qualified entities to ensure compliance with state and federal laws.
