It mandates that summaries of bills and joint resolutions include statements on fiscal impacts on local governments and the state. The Fiscal Analysis Division must obtain fiscal notes for bills or resolutions that create or increase fiscal liabilities or decrease revenues exceeding $2,000, or that alter imprisonment terms or parole conditions. The bill exempts fiscal notes for measures exclusively related to the proposed executive budget. Effective July 1, 2025.
