Revises penalties for unauthorized speed contests and trick driving displays.

Revises provisions relating to public safety. Increases penalties for unauthorized speed contests and trick driving displays. Establishes that reckless driving is a misdemeanor if it causes a collision with a pedestrian or a person riding a bicycle, an electric bicycle, or an electric scooter. Increases the penalty for reckless driving to a fine of not less than $250 but not more than $1,000, not less than 50 hours but not more than 99 hours of community service, and imprisonment in the county jail for not more than 6 months.
