Requires proof of identity to vote in person and by mail.

This bill mandates that a person provide proof of identity to vote in person and by mail. It defines "proof of identity" as any form of identification that shows the name of and contains a recognizable photograph of the person. The bill requires that a voter provide a signature or confirmation that the signature used for the mail ballot belongs to the voter. It also requires the Department of Motor Vehicles to issue an identification card, free of charge, to a registered voter who does not possess one of the acceptable forms of proof of identity and attests that he or she is experiencing.
