Nebraska LB943 would protect motor vehicle racing facilities from claims of public or private nuisance if the facility existed before a change in land use or occupancy and would not have been a nuisance before the change. The bill also limits the time to bring such a civil action to two years after the nuisance condition becomes severe enough to sustain a claim. This immunity does not apply to actions enforcing previous court orders or claims for additional damages or relief.
