Enhance penalties for certain controlled substance offenses involving fentanyl

Nebraska LB817 enhances penalties for certain controlled substance offenses involving fentanyl. It increases penalties for offenses involving fentanyl or substances containing fentanyl, especially when the offenses occur near schools or youth centers. Penalties are also increased for offenses involving methamphetamine, cocaine, heroin, and other controlled substances.
