Neighborhood Revitalization Act authorizes civil actions against properties deemed public nuisances.

The Neighborhood Revitalization Act allows for the filing of petitions in rem against properties that are public nuisances. This act defines a public nuisance as a building that is a menace to public health, unsafe, a fire hazard, or otherwise in violation of local codes. Acceptable petitioners, including nonprofit corporations and local land banks, can file petitions seeking abatement orders. The court can appoint a receiver to manage the property, stabilize it, and eventually sell it at auction.
