Nebraska LB440 establishes the Education Leave and Support Act, creating funds to support teacher leave and retention.

Nebraska LB440, the Education Leave and Support Act, creates the State Education Leave Fund and the Education Retention Fund. The State Education Leave Fund will reimburse school districts for hiring substitute teachers during the first six weeks of a teacher's FMLA leave, with reimbursements starting July 1, 2026. If the fund exceeds its annual needs by more than 20%, the surplus will transfer to the Education Retention Fund. The act also imposes a payroll fee on covered employees and employers to fund these initiatives.
