Nebraska LB380 amends the Medical Assistance Act to enhance program integrity, emergency medical transport, and mental health services.

Nebraska LB380 amends the Medical Assistance Act to establish stricter requirements for contractors providing medical assistance services. It mandates that contractors cannot reduce Medicaid rates, impose more restrictive limitations on mental health or substance use disorder services, or rescind authorizations for such services after they are rendered. The bill also creates the Medicaid Managed Care Excess Profit Fund to manage excess profits from Medicaid managed care contracts, with earnings credited to the General Fund.
