Nebraska LB3 modifies the selection of presidential electors by changing the nomination process and voting requirements. Political parties must hold a state convention to nominate electors, with one elector chosen from each congressional district and two at-large. Electors must pledge to vote for the candidates who received the highest number of votes in their district or statewide. The Governor appoints electors if vacancies occur, and the Secretary of State provides ballots. Electors must mark their ballots according to their pledge, or they forfeit their position.
