Establishes a periodic review process for state agency rules and regulations in Nebraska.
Beginning January 1, 2026, each state agency in Nebraska must conduct a review of all existing and pending rules and regulations every three years. Each agency head must designate an individual responsible for overseeing the review. The agency must submit a detailed report to the Clerk of the Legislature by June 30 of the review year, indicating whether the rule or regulation is essential to public health, safety, or welfare, if costs outweigh benefits, if an effectiveness measurement process is in place, if a less restrictive alternative has been considered, and if the rule or regulation was.
