Nebraska LB289 redefines qualifying businesses under the Local Option Municipal Economic Development Act to include those deriving income from construction or rehabilitation of housing, early childhood care and education programs, and retail trade. It also allows city councils of first and second-class cities and village boards to act as boards of adjustment. The bill changes the process for incorporating villages and adjusting the number of village board members. It repeals original sections and amends others to reflect these changes.
