Establishes the State Rail Plan Act to create and maintain a state rail plan for Nebraska.
The State Rail Plan Act designates the Department of Transportation as the rail transportation authority for preparing, maintaining, coordinating, and administering a state rail plan. The Governor, or their designee, is designated as the approval authority for the state rail plan. The department must annually study passenger rail service and produce a report by November 1. The state rail plan must include minimum requirements, descriptions of passenger rail service, and proposals for increasing rail capacity.
