Revises late voter registration rules for federal elections.

Revises election laws to allow electors to register or change their voter registration information after the close of regular registration and vote in federal elections if the election administrator verifies the information before noon the day before the election. Allows covered voters to register and vote up to the time the polls close on election day. Permits covered voters to cast a provisional ballot if there is a question about their registration information or eligibility to vote. Requires the secretary of state to adopt rules for electronic registration and voting.
