Montana HB911 amends the definition of "public utility" to include entities supplying electricity to customers with a monthly average load of 20 megawatts or more. It excludes privately owned water, sewer, or water and sewer systems that do not serve the public, county or consolidated city and county water or sewer districts, municipal sewer or water systems, and entities exempted from regulation. The bill also excludes legally separate entities established by public utilities that own or control electric generation facilities.
