Montana HB822 proposes to amend Article XIV, section 8, of the Montana Constitution, raising the vote requirement for enacting a constitutional amendment by legislative referendum. Currently, an amendment can be adopted with a two-thirds affirmative roll call vote of all members of the legislature. HB822 would require a majority of three-fifths of the electors voting on the amendment at the next general election for it to become part of the constitution. This bill was submitted to the qualified electors of Montana at the general election held in November 2026.
