Montana HB736 provides for nutrient pollutant loading offsets for water quality discharge permits.

Montana HB736 allows point source dischargers to receive nutrient pollutant loading offsets to achieve waste load allocations. The offsets can be based on reductions from point or nonpoint source pollution discharges. The Montana Department of Environmental Quality must establish statewide offset amounts for nonpoint pollution sources, such as riparian fencing and vegetation programs. The bill also provides rulemaking authority and an immediate effective date.
