Montana HB475 prohibits the use of restraints on pregnant inmates during any stage of labor and delivery. Restraints may only be used in extraordinary circumstances, such as when the inmate is an established flight risk or poses a clear threat to themselves or others. Restraints must be applied in the least restrictive manner and removed when the risk is mitigated or at the request of a health care professional. Leg or waist restraints are specifically prohibited.
