Revises the state building energy conservation program by removing the Department of Environmental Quality's authority to issue energy conservation.

Revises the state building energy conservation program by removing the Department of Environmental Quality's authority to issue energy conservation program bonds. It allows the department to set an annual interest rate for projects, revises definitions, and revises certain project requirements. The bill also amends sections of the Montana Code Annotated and repeals sections related to the authority to issue energy conservation program bonds and the form, principal, interest, fiscal agent, and deposit of proceeds. The bill provides an effective date of July 1, 2025.
