Revises vehicle transfer requirements and allows vehicle transfer with an affidavit

Revises vehicle transfer requirements. Prohibits the Motor Vehicle Division of the Department of Justice from requiring the notarization of an affidavit. Provides rulemaking authority. This act revises the laws governing the transfer of ownership of motor vehicles, trailers, semitrailers, pole trailers, campers, motorboats, personal watercraft, sailboats, snowmobiles, and off-highway vehicles. It allows for the transfer of ownership of these vehicles without the need for a notary public to notarize an affidavit.
