Moratorium on solar project construction in Missouri until December 31, 2027.

Missouri SB849 places a moratorium on the construction of solar projects until December 31, 2027. The moratorium applies to all solar projects, including those currently under construction. The Department of Natural Resources must promulgate rules addressing environmental issues related to solar projects. If the department fails to meet this requirement by December 31, 2027, the moratorium will continue until the rules are established. The bill also declares that the moratorium is necessary for the immediate preservation of public health, welfare, peace, and safety.
