It allows for the annexation of unincorporated areas that are contiguous and compact to the existing corporate limits, even if separated by a state or interstate highway or railroad right-of-way. It also allows cities with more than 30,000 inhabitants and counties containing a state correctional center to voluntarily annex such centers if they are within two miles of the city's existing boundaries. The bill specifies that a petition for annexation does not need to be notarized for the annexation to be valid.
