Establishes the Office of Public Defense to acquire and transfer machine guns to qualified Missouri residents.

The bill creates the Office of Public Defense within the Department of Public Safety, tasked with acquiring and transferring machine guns to qualified Missouri residents. The Office will prioritize purchasing from in-state manufacturers and dealers. Qualified persons must complete a machine gun safety course and pass a background check. The Office will charge a $500 surcharge on each machine gun transfer, with the first $250 going to the Public Defense Fund and the remaining $250 to the Crime Victims' Compensation Fund. The Office will not be liable for any acts or omissions by transferees.
