Establishes the "Student Screen-Time Standards Act" and the "Framework on Classroom Use of Screens Council" to set screen time standards in.

The bill establishes the "Student Screen-Time Standards Act" and the "Framework on Classroom Use of Screens Council" to address screen time and instructional technology use in elementary schools. The council will review best practices and policies regarding screen use and technology in instruction. Each school district and charter school must adopt a written screen time and instructional technology policy for kindergarten through fifth grade students.
