Prohibits group health plans or health insurance issuers from discriminating against providers acting within their licensed scope. Requires equal reimbursement rates for services within a provider's scope of practice. The Department of Commerce and Insurance must enforce these protections. The act also allows for varying reimbursement rates based on quality or performance measures.
