Missouri SB1411 creates provisions for a competitive retail electricity market.
Missouri SB1411, known as the Electrical Choice and Competition Law, establishes a competitive retail electricity market in Missouri. It mandates electric utilities to unbundle their rates for generation, transmission, and distribution services. The law requires electric utilities to divest their generation assets and allows them to recover transition costs over a limited period. It also sets up the Office of Retail Market Development and Oversight to monitor the market, identify barriers to competition, and propose solutions.
