Allows nonapportioned motor vehicles to be registered permanently in Missouri.

This bill amends Missouri law to allow nonapportioned motor vehicles to be registered permanently, requiring the payment of seven times the annual registration fees and the presentation of all necessary documentation. The permanent registration plates and fees are nontransferable and nonrefundable, except under specific provisions. The Department of Revenue may issue distinctive registration tabs for permanently registered vehicles and has the authority to promulgate necessary rules for implementation.
