Missouri HJR181 proposes a constitutional amendment to repeal and replace Section 23 of Article I of the Missouri Constitution. The amendment would allow the cities of St. Louis and Kansas City to regulate the possession, carrying, or transfer of firearms through ordinances. These ordinances could apply to both residents and nonresidents and recognize firearm permits or certificates issued by the county of residence. The amendment also allows for fees to cover the costs of issuing permits or certificates, limits their validity to five years, and permits background checks.
