Missouri HJR161 proposes a constitutional amendment to remove the restriction on persons judged incapacitated from voting. The amendment would repeal Section 2 of Article VIII of the Missouri Constitution and replace it with new language allowing citizens over the age of eighteen, residents of the state and political subdivision, to vote if registered or if registration is not required. The amendment would be submitted to voters for adoption or rejection at the next general election.
