Missouri HJR147 proposes a constitutional amendment to establish annual funding for pensions for the blind. The amendment would repeal the existing Section 38(b) of Article III of the Missouri Constitution and replace it with a new section. The new section mandates that the General Assembly appropriate an annual fund for the pensioning of deserving blind individuals, with the amount appropriated each year being at least equal to the amount appropriated for the 2026-27 fiscal year. Any balance remaining in the fund after paying pensions may be appropriated for the same purpose.
