Missouri HJR141 proposes to amend the state constitution to modify the property assessment equalization power of the state tax commission.

Missouri HJR141 seeks to amend the state constitution by repealing and replacing Section 14 of Article X. The amendment establishes a commission appointed by the governor to equalize property assessments between counties and hear appeals from local boards. The commission's power to correct assessments is limited to upholding the original valuation or lowering it, excluding the ability to raise it. Starting January 1, 2027, the commission must provide counties with detailed lists of property valuations that do not comply with assessment standards.
