Missouri HJR128 proposes a constitutional amendment to Article X of the Missouri Constitution, adding a new section that mandates voter approval for all state and local taxes every 25 years. This applies to taxes imposed for the payment of principal and interest on bonds or other evidence of indebtedness or for the payment of assessments on contract obligations. If a tax is not reauthorized by voters, it will terminate at the end of the second fiscal year following the election. The amendment also prohibits ballot summaries from stating that the tax is not an increase.
