Prohibits the General Assembly from amending or repealing statutory initiative measures approved by voters.

Prohibits the General Assembly from amending or repealing statutory initiative measures approved by a majority of voters unless more than five years have elapsed since the passage of the measure or the measure is approved by two-thirds of the members of both chambers. This constitutional amendment reserves the power to propose and enact or reject laws and amendments to the constitution by the initiative, independent of the General Assembly.
