Establishes the "Strengthening HBCUs Act" to fund historically black colleges and universities in Missouri.

The "Strengthening HBCUs Act" creates a dedicated fund to support historically black colleges and universities (HBCUs) in Missouri. One percent of Missouri state lottery proceeds and one percent of excursion gambling boat proceeds will be transferred to the Strengthening HBCUs Fund. This fund will be used for capital projects and activities eligible for federal grants. The money will supplement, not replace, existing funding for these institutions. The fund will remain appropriated without further legislative action.
