Establishes a pilot program to transfer local sales tax revenues from certain counties back to the purchaser's county of residence.

The bill establishes a pilot program to transfer local sales tax revenues from certain counties back to the purchaser's county of residence. The program applies to purchases made by residents of specified counties from sellers in other designated counties. The transferred revenues will be used to eliminate residential real property tax liability for veterans and reduce up to 30% of the tax liability for senior citizens.
