Prohibits TANF and SNAP benefits from being used at ATMs or to access cash.

Missouri HB3245 prohibits the use of electronic benefit transfer (EBT) cards for temporary assistance for needy families (TANF) and supplemental nutrition assistance program (SNAP) benefits at ATMs or to access cash. It also bans the use of these cards for purchases at liquor stores, casinos, gambling casinos, gaming establishments, or adult-oriented entertainment venues. Recipients who fail to make a transaction within the state for ninety days face suspension of benefits. The Department of Social Services must apply for a federal waiver to implement these changes.
