The "Safe Neighborhoods Act" allows property owners in cities with over 100,000 inhabitants to claim compensation if their property value decreases or they incur mitigation costs due to city policies or public nuisances. Compensation can be the lesser of documented mitigation expenses or the reduction in fair market value. The city must pay up to the amount of primary property taxes paid by the property owner for the prior tax year.
