Missouri HB3132 creates a process for eligible individuals convicted of certain offenses to obtain a certificate of exemplary conduct and good moral character from the circuit court. This certificate can be issued if the individual has consistently demonstrated good behavior and moral character. The certificate does not prevent authorities from accessing or considering the individual's conviction history but removes certain bars to employment, housing, or occupational licenses. Employers are not liable for employee actions unless willfully or wantonly hiring a certificate holder.
