Establishes a fee on prepaid commercial mobile radio services to fund behavioral health crisis services.

Missouri HB3098 creates a fee on prepaid commercial mobile radio services to support behavioral health crisis services. Dealers must collect a sixty-five cent charge per retail transaction for prepaid services, while CMRS providers must collect the same charge per access line for postpaid services. These fees will be deposited into the 988 Crisis Continuum Fund, managed by the Department of Mental Health, to operate crisis services and open access services for uninsured or underinsured individuals.
