Establishes the offense of permitting a public nuisance in Missouri.

The bill creates a new offense in Missouri law for knowingly permitting, allowing, or failing to prevent illegal activities on a property one owns, rents, occupies, or controls. Such activities include disturbances, underage alcohol consumption, unlawful alcohol sales, acts of violence, and weapons offenses. The offense is classified as a class E felony. After three documented complaints or observations by law enforcement within a year, the property owner can be arrested for trespass. If no responsible party can be identified, authorities can secure the property to prevent further nuisance.
