Missouri HB2914 establishes a statewide literacy assessment and intervention program for elementary students.

Missouri HB2914 creates a uniform literacy assessment for students in kindergarten through grade three. School districts and charter schools must administer this assessment three times a year. Students scoring "basic" or lower must receive intensive reading intervention. Those scoring "below basic" may be retained unless they qualify for an exemption. The bill also mandates teacher training in evidence-based reading instruction and establishes a fund to support literacy initiatives.
