Missouri HB2848 creates the offense of masked intimidation, a class C misdemeanor for intentionally harassing, intimidating, or threatening another person while concealing their face with a mask or similar device. If the offense is motivated by the victim's race, color, religion, national origin, sex, sexual orientation, or disability, it escalates to a class E felony.
