Establishes the "Crime Victims' Compensation Fund" and "Victims of Domestic Violence Fund" in Missouri.

The bill modifies provisions relating to the "Crime Victims' Compensation Fund" and establishes the "Victims of Domestic Violence Fund." Funds collected from surcharges in court proceedings will be deposited into these funds. The Crime Victims' Compensation Fund will be used to compensate victims of crime, while the Victims of Domestic Violence Fund will specifically aid victims of domestic violence. If there are insufficient funds in the Crime Victims' Compensation Fund to pay all claims in full, claims will be paid on a pro rata basis.
