Missouri HB2704 establishes procedures for school districts to screen students for giftedness before third grade.
Missouri HB2704 mandates that school districts provide universal screenings for all students before the start of third grade to identify gifted students. Screenings must use valid, reliable, and current testing methods, and provide evidence from at least two areas including general mental ability, academic achievement, creativity, reasoning, problem solving, and referrals. Districts must notify parents annually of the screening process and allow for review if a child does not qualify for gifted services.
