Missouri HB2421 amends Chapter 644 of the Revised Statutes of Missouri by adding a new section, 644.083. This section grants exclusive rights to return flows for individuals who have contracted for water storage in a U.S. Army Corps of Engineers reservoir. Return flows are defined as water discharged from a water reclamation facility to the reservoir. These rights are subject to state regulatory requirements and the availability of unused storage capacity within the reservoir.
