Establishes a Transfer Board to handle appeals of decisions made by statewide activities associations.

Missouri HB2403 creates a Transfer Board to handle appeals of decisions made by statewide activities associations. The board will consist of six members, three appointed by the speaker of the house and three by the president pro tempore of the senate. Students have thirty business days to file an appeal with the board, which must rule on the appeal within twenty-four hours of a convened meeting. The board's ruling is final, and activities associations are prohibited from serving as the appellate body for their own decisions.
