Adds an associate circuit judge in the twentieth judicial circuit, exempt from statutory formula for additional judges.

The bill adds an associate circuit judge in the twentieth judicial circuit, which includes Franklin, Gasconade, and Osage counties. This judge is exempt from the statutory formula for authorizing additional associate circuit judges per county. The governor appoints this judge, who serves until January 1, 2029. An associate circuit judge will be elected in 2028.
